Retaining Latin in the Sacred Liturgy

S.C. 36 §2, §3 and §4 are no doubt followed vigorously today, as we see that the Mass is entirely celebrated in the vernacular.

how about §1 then? if we cannot interpret §1 with prejudice to §2, §3 and §4, can we interpret §2, §3 and §4 with prejudice to §1?
